(b.) Through Cargo.
10. All exports by rail should be examined at Hokow, but at the request of the station-master sealed waggons may be allowed to leave after inspection of seals.
IV.-Baggage.
11. All passengers' baggage shall, if required, be examined at Hokow, the Railway Company conveying it if necessary to the examination shed for that purpose.
V.-Miscellaneous.
12. Service documents relating to the cargo forming the freight of a train shall be conveyed by the guards free of charge and delivered immediately on arrival at destination.
13. On receipt of a written request from the Commissioner of Customs one customs employé, travelling on railway Customs service, shall receive a free passage in the second, third, or fourth class, according to his rank, especially when travelling in charge of sealed waggons under Customs supervision.
14. The Commissioner of Customs at Mengtsz travelling on tours of inspection of sub-stations shall be accorded a free passage, first class.

IV.--Miscellaneous,
10. Merchandize upon which customs dues have not been paid within seven days after arrival will be handed to the Customs to be dealt with, or the station-master will pay the sums duc on behalf of the consignee.
11. The Chinese Customs Service and that of Indo-China having agreed to a mutual recognition of seals, the Chinese Customs at Mengtsz will seal a copy of the manifest of export cargo for places beyond Hokow. This copy will be also scaled by the Hokow office after verification of waggons seals. Each waggon should have its manifest.
12. Articles 12, 13, and 14 of the Rules for Iokow apply at Mengtsz and at all other stations.
13. Baggage will be examined at Hokow, and thus will not be subject to further examination at Mengtsz or at any other stations on the line.
Special Rules (Provisional) for Customs control of Railway-borne Cargo at the Mengisz (Pisechai) Terminus.

I.-General.
1. ALL railway-borne cargo inward and outward is subject to the General Customs Rules actually in force, except in so far as such Rules are modified herein or by the "Règlement Franco-Chinois du Chemin de Fer" of October 1903.
2. The limits of the customs station and of the railway station coincide,
II.-Imports.
3. All goods from abroad which have not been examined at Hankow, whether for Mengtsz or places beyond, should arrive in waggons sealed by the Customs.
As soon
as these waggons reach the Customs siding the Customs representative, in company with the station-master, will inspect the state of the seals, &c. Any irregularity shall be noted.
4. The manifests of sealed waggons shall be handed to the Customs immediately
on arrival of the train.
5. Waggon seals can only be broken by the Customs representative.
6. Merchandize from abroad may not be removed from the station, nor may waggons loaded with foreign goods leave the station without Customs permit, which shall be issued within twenty-four hours.
IIL-Exports.
7. As far as concerns goods for export, or for stations in Indo-China, only the goods with permits may be loaded into waggons. If already loaded, as when coming from some other place, such goods may not continue the journey without a permit.
8. A Customs clearance for each train containing goods for export abroad or for stations in Indo-China will be issued within twenty-four hours after receipt and verification of the manifest, accompanied by the permits to load. Without this clearance nothing may leave. The Customs will seal waggons for Hokow and stations beyond Hokow.
9. No clearance is needed for empty waggons.
